THE PROMISE OF QUALITY HEALTHCARE IN NAPAK DISTRICT, DR DIANA ATWINE HAS TAKEN TIME TO VISIT, LISTEN AND ACT

Ministry of Health will support Health facilities in Napak district with shs3.516,936,626 billion by the end of June 2022. This money will go to Health wage conditional grant, Non-Conditional Grant, Primary Health Care, Hospital Non-wage recurrent, health development conditional grant, and health development formula and performance.

Napak district is located in the Karamoja region with 18 health facilities that range from health center IIs to a hospital that is Private-Not-For-Profit. The government of Uganda owns 16 health facilities that are going to be upgraded so that they serve the people in the region very well.

Dr. Diana Atwine, Permanent Secretary of the Ministry of Health spent time in the district, listening to achievements and challenges that should be acted on when she returns to Kampala.

While inspecting the ongoing construction works site for staff houses at Iriiri HCIII in Napak District, Dr. Diana Atwine the Permanent Secretary announced that Iriiri Health Center has been promoted to Health Center IV according to the Presidential Directive.

“After providing adequate accommodation and other required infrastructure, the facility is being upgraded to a fully functional Health Center IV. The Ministry of Health boosted the capacity of 6 health center IIs to III, they are IRIIRI HC III, KANGOLE HC III, LOKOPO HEALTH CENTRE III, LOPEEI HC III, LORENGECHORA HC III, and LOTOME HC III”,  said Dr. Diana Atwine.

She visited the only hospital in the district St Kizito (Matany) which was started by the Catholic Church. The Ministry of Health will support Matany Hospital with shs239,532,597 million under hospital non-wage recurrent.

“We have visited St. Kizito Hospital commonly known as Matany Hospital in Napak. This is a Private-Not-for-Profit hospital under the Catholic Church is greatly contributing to services delivery in Karamoja Region. I am amazed. This is a good concept for improvement in our government facilities”, Dr. Diana said.

Iriiri Health Center IV will be used for these functions.

The HC IV is mainly a PHC referral facility where patients are assessed, diagnosed, stabilized, and
either treated or referred to a lower level or referred to a higher level of health facility. It has a
target population of 100,000.

It also serves as the Head of a HSD in a Local Government with more than one constituency to support the management functions of the DHO. The HC IV Out Patient Department (OPD) functions as the entry point to the health system where there are no LLHFs within 5KMs.

It is also the first point of entry for referrals from the LLHFs and for self-referrals in case of an emergency. The HC IV brings inpatient and emergency services including emergency obstetric and neonatal (CEmNOC) care closer to the population in rural areas. Provision of 24-hour comprehensive emergency obstetric care service is a crucial aspect of a HC IV.

At Lorengechora Health Center III women welcomed her with a traditional song. “Enjoying Karamojong hospitality at Lorengechora HCIII in Napak district. The facility is receiving a new block of staff houses soon to be completed and handed over”, Dr. Diana said.

99.1 of Households in Napak district own at least a mosquito net that was received free (Government /NGO). This has helped to reduce on the cases of Malaria in the area.
